A full medical cannabis program runs in Mississippi, serving patients the program registers. (15 Miss. Admin. Code Pt. 22, Subpart 2: Practitioners, Certifications, Patients Cards & Caregivers)

Subpart 2 describes a registry-card program for 'a debilitating medical condition' -- Registered Qualifying Patient, Nonresident Qualifying Patient, and Designated Caregiver cards, issued on a practitioner's written certification -- without enumerating specific qualifying conditions or restricting the program to a low-THC or CBD-only preparation. Neither registered source states a product-form or THC-content limit.

Mississippi issues three kinds of card, one for a resident patient, one for a visiting patient from another state, and one for a designated caregiver. A practitioner's written certification comes first, and the State Department of Health issues the card after that.

Home cultivation

Mississippi allows nobody to grow cannabis at home. (15 Miss. Admin. Code Pt. 22, Subpart 4, Rule 4.4.1: Facility Construction and Design)

Rule 4.4.1 prohibits outdoor cultivation of cannabis and processing of cannabis products, and prohibits home grow, in the same clause that confines all commercial cannabis activity to indoor, enclosed, locked and secure facilities.

A card in Mississippi covers buying, never growing. The same rule that bars a home grow keeps every lawful plant inside a licensed indoor facility that stays locked.

Possession and purchase limits

The possession limit, as Mississippi states it: A maximum of twenty-eight (28) MMCEUs is the possession limit for resident cardholders. (Mississippi Medical Cannabis Program: Frequently Asked Questions)

The same FAQ answer sets the maximum possession limit for nonresident cardholders at fourteen (14) MMCEUs. 15 Miss. Admin. Code Pt. 22, R. 2.3.4 and R. 2.4.4 (Subpart 2) state the identical 28-MMCEU and 14-MMCEU figures for resident and nonresident cardholders respectively.

On buying, Mississippi states: A resident cardholder shall not obtain more than a total of twenty-four (24) MMCEUs of allowable medical cannabis in thirty (30) days from a dispensary or a combination of dispensaries. (Mississippi Medical Cannabis Program: Frequently Asked Questions)

The same FAQ answer caps a nonresident cardholder at six (6) MMCEUs per week and twelve (12) MMCEUs in a consecutive fifteen-day period, matching 15 Miss. Admin. Code Pt. 22, R. 2.3.4 and R. 2.4.4 (Subpart 2), which add a resident weekly cap of six (6) MMCEUs.

Mississippi writes both limits in an equivalency unit of its own rather than in ounces, so neither figure is a weight you can put on a scale. The amount you may hold sits above the amount you may obtain in 30 days, and a visiting patient from another state is held to smaller numbers on both.

Minimum age

'A certification issued for a minor (under the age of 18) may only be issued by a physician (MD/DO)' -- a minor of any age may become a Qualified Patient. 15 Miss. Admin. Code Pt. 22, R. 2.3.2 (Subpart 2) requires the custodial parent or legal guardian to apply on the minor's behalf and to serve as the minor's designated caregiver, consenting in writing and controlling acquisition, dosage and frequency of use.

A minor of any age can become a patient in Mississippi, and the certification for one has to come from a physician rather than another practitioner. The custodial parent or guardian applies on the child's behalf, acts as the designated caregiver, and controls what is acquired and how it is used.

Where you can buy

You can buy lawfully from a licensed medical dispensary. (15 Miss. Admin. Code Pt. 22, R. 1.2: Definitions)

R 1.2.91 defines a 'medical cannabis dispensary' as an entity licensed by the MS Department of Revenue that 'acquires, possesses, stores, transfers, sells, supplies, or dispenses medical cannabis ... to cardholders.' R 2.10.5 (Subpart 2) confirms that 'All patients shall be advised of their freedom of choice as to the medical cannabis dispensary they wish to utilize.' Neither registered source for this question addresses delivery to a patient's residence or hemp-derived retail, so no licensed-delivery or hemp-cbd-retailer channel is recorded here.

Two agencies stand behind that counter. The Department of Revenue licenses the dispensary, the State Department of Health issues the card you show, and no rule cited here describes a delivery to your home.
